As we return to Multimodal after a break of over two years, it seems appropriate to review some of the trends affecting the freight industry in the UK.
Brexit deal agreed - customs administration from 01.01.2021
On 24.12.2020, an agreement on future cooperation and trade was reached between the EU and the UK.
An essential point is that between EU and UK for goods deliveries from both areas no customs duties are to be levied. However, this does not mean that the administrative "customs clearance" will be eliminated. This means that all documents and customs relevant information must be submitted by the customer in advance and only after the shipment has been released by the customs team of DACHSER, the shipment can be accepted for dispatch.
Please note that from 01.01.2021 this applies to all shipments between the EU and UK, only shipments from the EU to Northern Ireland are excluded. In particular, proof of preferential origin of goods should be provided. The most important necessary information for exporters and importers can be found in the document below.

To mark the occasion: update of our Brexit checklist
The EU withdrawal of the United Kingdom was completed on 31.01.2020. Currently we are in a transition phase which ends on 31.12.2020. A further extension of this transitional phase should have been agreed until 01.07.2020 and is therefore no longer possible. Thus, the United Kingdom will no longer be part of the internal market and the customs union as of 01.01.2021. If no agreement is reached between the UK and the EU in the remaining time of the transition phase, trade would in future fall under the rules of the World Trade Organisation.

Brexit update: the importance of a customs power of attorney
Although COVID-19 is affecting the Brexit negotiations, as of today negotiations between the EU and the UK are again being conducted via video conference. Three rounds of negotiations, each lasting one week in April, May, and June are planned to advance the details of a trade agreement. Currently, the end of the transition phase for Brexit is December 31, 2020, and DACHSER continues to prepare for this date.
A number of important points need to be taken into account when preparing for the Brexit, for example, a customs power of attorney from the relevant recipients is essential for handling shipments to and from the UK. Therefore, we ask our customers to continue to advise their consignees to provide us with the necessary customs power of attorney.

Brexit: After the exit is before the exit
The UK has now officially left the European Union and Brexit has become a reality. But this is really just the beginning. A transition period until the end of the year is currently preventing any major impact on business and logistics on either side of the Channel. But what happens after that is still an open question.
Brexit: From January 31, 2020 with a transition period
Britain will leave the European Union on January 31, 2020. According to the current circumstances, nothing will change in goods traffic between the countries of the European Union and Great Britain until the end of this year.
After that, a free trade agreement between the EU countries and Great Britain should come into force. However, it is still unclear whether such a free trade agreement can be negotiated and approved by the end of the year.
The Brexit checklist (see below) therefore still provides an overview of the necessary preparatory measures. If you have any questions, please contact your responsible contact person at the respective DACHSER branch.
Hard Brexit: Important Measures Beforehand
Even though there are some movements in the negotiations between EU and UK, still the “No deal” Brexit at the October 31st, 2019 cannot be excluded.
The consequences of a withdrawal without a deal on 31st October, especially for the movement of goods to and from the UK, are well known. First and foremost, longer waiting times would be expected due to border controls and customs clearance of all goods in accordance with WTO rules.
DACHSER will take appropriate measures to ensure that all goods arriving/leaving the UK after 23.00 GMT (00.00 CET) on 31st October are cleared and taxed accordingly.
With this letter we would like to summarize again the most important points and measures to keep the effects and delays in delivery for our customers as low as possible.
In case of Hard Brexit, the following information and documents must be available for customs clearance before the goods are collected:
- Consignment note
- Commercial invoice / pro forma invoice
- Packing list / delivery note
- Export accompanying document (can be issued by us if necessary)
- Preference documents and other product-specific documents, only if possible and required
Please make sure that these documents contain the following information:
Sender with EORI number, recipient with contact details, importer if different to recipient with contact details, sequential invoice number, Incoterms, number and type of packages, description of goods, country of origin, Taric code, value of goods, currency, gross/net weight.
Please pay attention to a high data quality of the information - the documents must fit definitely to the respective physical transmission.
If the documents are made available to us in electronic form, they should correspond to a resolution of 300dpi if possible.
In addition, we need the contact person for customs including the contact details of your consignee/importer (e-mail address) so that we can contact them in order to obtain the necessary customs power of attorney. We need these in order to be able to carry out the necessary customs clearance. Without the power of attorney we can not do the customs clearance.
Please do also note, that we also will need more detailed shipment information like number and type of packages, description of goods, value of the goods, if you have got shipments to Ireland via UK territory, as we will have to issue a transit procedure through UK. For the beginning we also recommend that you add a T2L to those shipments as we are not yet sure, if Ireland customs will accept T2 as a proof for goods in free circulation of EU after transit via UK.
Within our eLogistics application the possible incoterms will be changed due to the customs. At the beginning only FCA/EXW or DAP are possible in eLogisitcs in order to ensure the process. Also the EDI information regarding the incoterms have to be adapted, the responsible person from your branch will contact you in order to align the necessary changes.
We ask for your understanding and cooperation so that DACHSER can make your flow of goods as efficient and trouble-free as possible in this exceptional case of hard Brexit.
